The Forum's overarching theme is:  Building Digital Governance Together. The Internet Governance Forum (IGF) serves to bring people together from various stakeholder groups as equals, in discussions on public policy issues relating to the Internet. The 20th annual meeting of the Internet Governance Forum is hosted by the Government of the Norway in Lillestrøm from 23 to 27 June 2025. The Forum's overarching theme is: Building Digital Governance Together. For the past two years, the continuous multi-stakeholder public debate on meaningful access is taking into account the Global Digital Compact, the deliberations from NETMundial+10, and the WSIS+20 and IGF+20 processes. In parallel to positioning the policy network in these discussions, the PNMA aims to assist and advocate with partner institutions/organisations for the implementation of the policy solutions previously identified, while monitoring ongoing experiences and welcoming new practices. In September 2024, UN Member States adopted the Global Digital Compact (GDC) to "harness the immense potential of digital technology and close digital divides". The GDC highlights digital public goods and digital public infrastructure as key drivers of inclusive digital transformation and innovation.
